artifacts when using floodfill tool

Description

I realized some new artifacts in version 2.6.2488 (Windows 7 or 10 environment) when using the floodfill tool. By choosing the tool and point with the mouse cursor over the area to be filled, is doesn't fill it (visually on the screen). I have to refresh the window (minimize > maximize) then everything is filled on the screen.

I have confirmed the bug with the win32 API, it is not present with SDL API.
