Brush effects won't open in 2.6.2538.win32

Description

I can't get the brush effects window to open properly in 2.6.2538 (Windows), the menu just flickers and disappear. I have tried all three versions (SDL, SDL2, GDI) with the exact same behaviour. Running Windows 10 Professional (1803)
