In Grafx2, there should be some sort of way to set up a linked layer which is linked to a file, and grafx2 should automatically adjust the linked layer with the palette given in the program. To clarify, let's use Krita as a base reference. Load Krita, add a file layer using a image. Assign Indexing Filter Mask. Note in Krita that you can change palett and change the look of the image with that palette assigned. All nondestructively. Krita has some limits within Indexing Filer as you cannot assign a 64 colors palette without going through slow workflow.
