Palette bug when RGB Scaled at "25"

Description

When RGB scale is set to 25, changing any color in the palette decreases the rgb values of the entire palette. Tested on Last stable Mac and Windows (current release, all backends of the nightly). Bug was duplicatable without fail.

I think the problem lies in Round_palette_component()

I need to write a test to this function before trying to fix it.
